You would have to change out the sizer but the problem is that the 223 is a bottle neck cartrige and also the sizer is desined to neck the case back to .223 so you can't change the sizer out, and last but not least you could not use the bullet seat/crimp die at all. It would be easier just to buy 9mm dies and run them up

Just another seating die and a taper crimp die if you use one. I've used both and I went with the Hornady die set so I don't have to keep resetting the dies and I know which is which.

You would also need another expander die or powder die. The only thing in common 9x19 to 9x23 would be the sizing die. After all that, I would go for the complete extra set and make up a toolhead ready to go.
